Letter for support for .MOSCOW Top-Level Domain

This letter is to confirm that the Department of Information Technology of Moscow, being a department of Moscow Government, fully supports the application for .MOSCOW TLD submitted to ICANN by the Foundation for Assistance for Internet Technologies and Infrastructure Development (hereinafter referred to as FAITID) in the New gTLD Program. As the Minister of the Moscow Government, the Head of the Department of Information Technology of Moscow, I – Artyom Valerievich Ermolaev, confirm that I have the authority of the Department to be writing to you on this matter.

Pursuant to the Addendum to the Moscow Government Resolution N 105-PP dated April 5, 2011 the Department of Information Technology of Moscow is appointed functional authority of the executive branch of Moscow that is developing and implementing the state policy in the field of IT, telecommunications, communication, cross-sector co-ordination with regard to informatization of Moscow executive authorities. Acting as a state customer and a chief budget controller as well, it makes orders for hardware and software supplies, provides information and telecommunication services with regard to functioning of information systems of Moscow, as well as municipal telecommunication services and Internet access, provides for development, commissioning and operation of Moscow information resources and systems, development and duplication of software solutions for the needs of executive authorities and the subordinate state institutions of Moscow.

The purpose of .MOSCOW TLD implementation by FAITID is to make Moscow more recognizable on the Internet, develop information technologies in the city and enhance its investment attractiveness. .MOSCOW TLD is oriented to attract target audience to Internet resources associated with Moscow and the capital region, and will be appropriately promoted by FAITID. .MOSCOW TLD will be opened for second and lower level domain name registrations. Prior to general availability phase the part of domain names in .MOSCOW TLD will be reserved and registered to state and municipal authorities, state and municipal enterprises and organizations with a view to protect their interests. Sunrise registration period (initial period) of domain names in .MOSCOW TLD will be divided into two stages.

The first stage will be designated for registration of domain names equal to registered trademarks. On the second stage the following categories of registrants will be eligible for domain registrations: legal entity trademark owners registered on the territory of Moscow (the domains matching the names of these legal entities will be registered on a priority basis); founders of mass media registered on the territory of Moscow (the domains matching the names of mass media organizations will be registered on a priority basis); exclusive owners for geographical indications of goods origin of Moscow (the domains matching the names of geographical indications of goods origin will be registered on a priority basis); non-profit organizations registered on the territory of  Moscow under the procedure established by the legislation of Russian Federation (the domains matching the names of non-profit organizations will be registered on a priority basis); higher institutions of Moscow (the domains matching the names of higher institutions will be registered on a priority basis).

If there are two or more applications for the same domain name during each Sunrise stage, such applications will be processed on a first-come, first-served basis.

The Sunrise registration period in .MOSCOW TLD will be followed by the Landrush phase, where the registration fee of domain names will be scaled down. Afterwards .MOSCOW TLD will be open for General Availability phase with a standard registration fee. Everyone - individuals and legal entities both residents and non-residents of Russian Federation will be eligible to submit applications for Landrush and General Availability phases.

The Department of Information Technology of Moscow has worked closely with the applicant in the development of this proposal.

The Department of Information Technology of Moscow supports this application, and in doing so, understands that in the event that the application is successful, the applicant (FAITID) will be required to enter into a Registry Agreement with ICANN. In doing so, they will be required to pay fees to ICANN and comply with consensus policies developed through the ICANN multi-stakeholder policy processes.

The Department of Information Technology of Moscow further understands that, in the event of a dispute between the Department and the applicant, ICANN will comply with a legally binding order from a court of the Russian Federation.

The Department of Information Technology of Moscow understands that the Geographic Names Panel engaged by ICANN will, among other things, conduct due diligence on the authenticity of this documentation.
